Normal Behavior? - not listening

my just turning 4 ds has hit a phase of totally not listening to anyone. No means nothing to him, nor does stop. he just keeps going on doing what he knows he should not be doing until we tell/or yell at him 2-4 times to stop or grab him. i have had to start saying no once and instead of the second no, grabbing him and discussing not listening. we are getting nowhere. aftyer a couple of weeks of this dh and i are going crazy and becoming very short with him. is this a normal phase?

As long as it is a normal phase I will survive (i will survive, I will survive, I will survive). Any tips on how to deal with this?
