Totally right - I'm thinking W. VA. 
I had DH with DD at the hospital at all times - he had instructions to jump the nurses if necessary!
I know hospitals that give Hep B are trying (or being told) to crack down on it and be sure the child has the shot before leaving the hospital. I'm having my mom come ujp when/if we have another child. She or DH will be with one child or the other at all times.
I also totally agree with getting any forms signed early. I had a cx and was given the "I don't think we have a form for that" (to decline Hep B). I was like "make one!"
