I knew a girl named Sian and she pronounced it "SI-anne".

My friend names Sian always pronounced hers sh-ON.

There's a facebook group for people named Siân and they discuss how they pronounce their name. The traditional (Welsh) pronunciation is similar to Sharn, but many go by Shawn. I grew up with a girl by that name and substitute teachers always read her name as Sy-ann.

If you're looking to have it pronouncded sigh-ann, you might want to use the spelling for the colour- Cyan

Yes, i was going to suggest that Sy-ann is a color - Cyan, mostly used in the print world.
