Try telling him what to do instead of what not to do.
Maybe he needs a new way to touch your hair
"Touch mama's hair nicely, it's so soft isn't it?"
O a new way to use his strong arms
"here is a _____ (rope, toy,?) you can pull on, wow you have strong arms!"
He is not doing it to make you mad, he just has some things that he has to do and because he has so few experiences to draw on if you just tell him no he will often repeat the same thing over and over. He really can't think of any other way to touch your hair or use his arm muscles. Not that you won't have to repeat yourself several times, but at least this way you are expanding his world not limiting it.
