Brandon Elm has no leaves

I recently bought a Brandon Elm tree (last June). The transplant went well, no signs of distress throughout the entire summer. However, this spring I have hadly no leaves. The only leaves that are showing are on the trunk of the tree and near the bottom, right before the branches start. It looks like budding has occured throughout the tree and some leaves are starting to devolop on the lower branches but nothing is occuring near the top. I have boken a few small branches and they are green inside, however some smaller ones are dry and brittle. I should also mention that ELM disease is non existant where I currently live (Alberta, Canada). Should I wait untill later in June before I give up or is it already too late. Any help and or suggestions would be much appreciated. Thanks in advance!

Gosh, I don't know, but I wanted to say my newly planted trees both put out leaves much later than the trees around them. (I planted in the fall.) I had given up hope, when, ta-da! They both sprouted leaves. This was mid-April, though. Although I'm south of you, so that might affect things...
