Bugs on Roses

Hello! My roses seem to have caught something, they have little bugs on the leaves. The bugs are white and flat. They are only on the leaves and not the stem, so I'm thinking they aren't aphids. They are causing the leaves to have white thin squigles, if that makes any sense at all. I've looked at all the pics in my gardening book and can't identify. I'm hoping someone is a bit more knowledgeable than me! What are they? And is there a "nice" way to be rid of them?

No clue what they are, but try blasting them with a hose. If that doesn't work, try insectisidal soap. If that doesn't work...take a picture and bring it to your extension office...Good luck!

I'll probably try the soap, or if all else fails I could individually try to pick them all off. I just don't want them to spread to my other rose!
