how to get the outer rolling in better on an AIO

I am currently making some AIO using my own pattern based off of the Swaddlebee pockets. SO far I have made 2 one with MM windpro out and velour inner and another with PUL out and an athletic wickaway fabric inside. I have been having some issues with that inner fabric rolling out around the legs a bit. I have been sewing the elastic onto the outer fabric side on the outside of the seam allowance. Make sense?? I was told this would help the outer fabric roll in. I'm afraid it is not rolling in enough. I don't want any wicking problems esp with that velour. Will I need to top stitch?

I did notice on my SB pockets that the micro fleece does roll out abit around the legs and hasn't caused any problems, but it is also a wick away fabric.

Any thoughts, suggestions, tips?

Also haw far down from the top of the front do you generally place the soaker inner? and how many layers? How wide? contour or rectangle? I am making large diapers and using microfiber towels 16x16. What would be absorbant yet trim?
