hi, thinking about a move to san diego but cannot stomach the housing prices (rent and for purchase). any creative ideas out there?

My parents and siblings live in S.D. and it is tough. My 29 yr old brother is living with my parents and my sister built her house on a lot they purchased before the prices went crazy. My brother is trying to buy or rent a place, but it has been tough. He would love to live on a houseboat and was looking into that, but I don't know how seriously.
The prices there seem to be stablilizing but not coming down too much. It is really outrageous. We want to move back there but with housing prices and lack of jobs in dh's industry, it just isn't realistic for us.
The further away you get from the ocean, downtown, and north county, you can get things a little cheaper, but if you don't really have to be in S.D., you will probably find better value in AZ or someplace else in CA.
