I dont even know what to title this but I need help with bad neighbors pet keeping

There is a pac of coyotes the live on my block. No one knows where but we all have our suspicions.
Recently there has been more and more LOST CAT posters up on my street and the others around us.
EVERYONE knows about the coyotes. 4 or 5 houses between my street and 3 others have those cardboard coyote statue things in thier yards..
My upstair neighbor has lost 2 cats prior to us moving there and within the last 3 weeks has lost 2 more and one was a kitten...
IM FURIOUS!!!
So right now not only are her 2 missing there is 4 different posters on my street, and the others surrounding ours, regarding a missing cat..

What in the world can I do about these irrisponcible cat owners...
Of all the houses ...us and the people across the street as far as I have noticed are the only ones who keep our pets indoors.

These coyotes seam very active this year which makes me think there are more this year then last. The wild rabbits are not arround anymore also the geese that flock here are gone as well..

What can I do? ..
I thought about making posters and splashing the neighborhoods pleading with the people to not be so irrisponcible..but I wont be nice about it so it may not be a good idea..

Anyone have any ideas that will get the point across to these people ..ESPECIALLY OUR upstairs neighbor...

That sucks that the people on your street are being irresponsible. I don't know if you can really do anything other than if you see anyone who is letting their cat outside to kindly say something like "hey have you see all the missing cats, I think the copyotes are more active this year so you might want to be more careful with fluffy" or something like that.

I can't imagine letting my kitties out, especially if there are coyotes around (and you know it!) That's just mean. Poor kitties.

Have you considered calling Animal Control or the Game Warden (or whatever it may be called where you are) about the coyotes and recommend they put a PSA out for people to keep their pets indoors (especially small animals like rabbits and cats). I don't know if your bad neighbors will take the hint, but it's not going to hurt. Sadly, I don't know what you could do if they continue to let out (and subsequently lose) their cats.

Ya I have thought of calling the MSPCA, which I will probably do anyways.
I was hoping for something dramitic to catch these peoples attention. Knock some sence into them.
Im really pissed about the people that live upstairs. that kitten they lost was only born to the mother that was lost 3-4 wks ago....and they started letting that kitten out to train her to be an outdoor cat way to early..it had to be about 6-10 wks old..
I told DP if I see them with another cat Im stealing it.

You probably should report them to your SPCA, for animal abuse or neglect.... youd feel super guilty if you didnt call the SPCA and more cats were lost. Hopefully something will come of it! (beware of "stealing" a cat from them though, they may see you with it after and all sorts of nastyness could happen)

Ya about the cat stealing , I was going to take the kitten when I realized they had one and were letting it outside..but I didnt and now feel just as responcible for that kitten being gone.

IF you really want to do something, why not make an informative poster? Something like:

Warning - Coyote alert!
Keep all small animals in at night.
Coyotes have been sighted preying on small animals including cats.
Keep your cats indoors at night or risk having them eaten.

It is a bit dramatic but if your neighbors are really not getting the message by themselves then plastering a bunch of these all over the place would probably make a difference. Put them right under all the lost cat flyers.
