Should I wash wool felt before using it to make a teddy bear?

And what about the stuffing? I'm guessing yes, but I'm worried about shrinkage. I got a kit at a rummage sale, so the pattern is precut.

No, I wouldn't prewash the felt-- it will shrink, even if you use cold water (and it could change the texture to lumpy). This will cause problems in fitting the pieces together, especially if it is precut and you can't recut it to allow for shrinkage. Felt isn't meant to be washed, although it wouldn't be as much of a problem if it wasn't precut. If it is really dirty, I would suggest drycleaning at a reputable establishment.
