I have decided not to make covers I have heard too much about wicking etc... but I am wondering about making the inners (are those called soakers?) can I use regular fleece should I fill it with something like terry cloth??

I was a little confused by your question, so I didn't try to answer, I'm gonna guess here, and if this doesn't answer it, please ask again, so I can try to get you the info you need. 
Are you making/using regular cloth diapers and since you are planning on not using any water proof cover over it, are you asking if you made a 'doubler' 'lay in the diaper type' insert that was thick enough, you will not have wet or wicking issues?
Even if you used a super soaker doubler, the wet pee will eventually get to the rest of the cloth and soak clothing worn over it (not a problem if baby is just running around in a diaper and you can change it asap when it feels wet or if they are playing on a towel/ thick blanket...but otherwise, the pee will eventually wick through the cloth layers and end up on your furniture/lap/clothing at some point if they have a really big output!
I was also confused by what you were looking for info wise on using fleece:
Wickable (the thinner stuff and microfleece) Polar fleece is a 'pass through' medium when used as an inner diaper layer or doubler lay in, for the pee to pass through and get to the absorbant cloth material of the diaper.
It will not 'contain' it in the diaper, unless you buy special polar fleece that is either super thick, has a hidden waterproof layer sandwiched in it, or is specially designed to be water repellant, and that kind would be used to make a cover or the outer layer of an 'all in one' or 'pocket style' diaper, not a doubler or inner layer.
Forgive my lack of comprehension, I am going off about 3 hours sleep...sciatica acting up really bad!
Hope that is at least in the 'ball park' for what you were asking! If you don't want to make a cover, you should buy a few. They do work, if you get the right size for the type diaper you are using!
