It's used for making covers,
It binds the pretty outer fabric to the PUL (polyurethane laminate) waterproof layer on the inside. On the legs and back you pull the FOE to create the stretchiness. You can get it from Chloetoesboutique.com (I just got some samples from them and it was nice and thick and soft) or diapershop.com (but their shipping took too long for me), I would not recommend sewshoppe.com for FOE, as theirs was very thin.

Hmmm.. I looked at their FOE and it looks really nice (colors!) but I didn't want to pay 4.80 for priority shipping. I hate paying shipping. Ugh!

I'll second Chloetoes FOE. I bought black and white in the 1" width. SO soft on the one side, the other a bit shinier if you like that.
I ordered it just before the weekend and just received it today (Monday)...really quick! I also got a medium of her pocket diaper for a 'reference' as I have her diaper pattern. REALLY looks like it'll be much easier to apply the FOE to it, compared to several of the other patterns!!
I washed it and put it on my 2 year old and it was so nice and trim! I'm thinking diapers in the correct size, and a PUL or fleece cover with FOE trim one size up would work really well with her pattern, and be nice and trim fitting still!
