Hmmmm.... what to do about guns and Halloween costumes?

I'll try and make this short

My DS is not allowed to play with guns. He does not, at this time, know what guns are. I will not buy him toy guns, nor will I allow anyone else to. I am undecided on squirt guns, so have not bought him any yet.

For Halloween he is going to be a cowboy (Woody, to be exact). My 4 year old sister is going to be Jessie and my baby brother will be Mr. Potato Head.

I'm conflicted on what, if anything, to do about the toy gun part. I will not be buying them toy guns to put in their little cowboy/girl holsters, but I've considered getting them squirt guns for it.

To complicate it a bit more I just had a conversation with my 4 year old sister about why we don't play with toy guns (her little friend had a toy gun and wanted to play with her with it (specifically, she yelled across the backyards "Alexis- Bring me some more bullets so I can shoot this squirrel down" : ). Alexis knows what guns are, knows what bullets are (her dad hunts), and was so freaking confused about why her friend wanted her to get some of her DAD'S bullets to bring them to her Mom was beyond pissed when her 4 year old comes walking into the living room talking about bringing bullets outside.

So she (Alexis) and I just had a conversation about how we don't play with guns, even toy guns. She would be thrilled if I got her a squirt gun (she, to my knowledge, has never had a squirt gun), but I know she's smart as heck and will call me on my inconsistancy.

What to do? Any cute ideas?

What about a lasso (sp?) instead?

We had the same dilemma when ds1 was 3.5yo and wanted to be a cowboy. We put a harmonica in there.

I don't know about Jessie but I was pretty sure Woody didn't have a gun.

Jessie carries a lasso, I don't think she even has a holster. Woddy has a holster, but no gun. I'd just go right with the characters and stick with no guns at all.
