Why are people Circed like this?

I came across a video of a man who had restoration surgery because of a horriable circ (not that any circ isn't horriable) and I asked myself, "WHAT PARENT COULD DO SUCH A THING?" He was 8 and held down to be circed on a desk because he was caught touching himself. :

Do you think insurance companies should have to pay for circs gone bad? I think if they paid to destroy it, they should pay to fix it!

As soon as I read your description, I knew this is Paul Tinari---who spoke at the symposium! It is awful what happened to him, but very exciting that he was the first Canadian to have foreskin restoration paid for by the government! He is a very strong and facinating man.

His parents didn't do it to him, it was the Catholic priests at the residential school he was in. I'm sure he'll be bringing a multi-million dollar law suit against them, too. These legal actions will scare the drs away from circ.
