The picture shows that child getting the oral polio vaccine and it says that 3 million more doses will be given! This is, in effect, spreading polio, right? How many oral doses of this vaccine are still given, and are the risks as great as I fear, or is this a fairly normal practice and there is no more polio out in the world than there was before?

That's just business as usual, unfortunately for all those children. Almost all, if not all, of the third-world countries use OPV.
