Help mne save my sanity!

DS is 3 and is a SCREAMER. Anytime he gets upset he will scream at full force. It happens alot when his 5 yr old brother teases him and I am working on THAT issue but HOW can I get my 3 yr old to STOP screaming. He can communicate just fine vocally with words. My initial reaction is to yell at him to STOP SCREAMNG!!! But obviously that is confusing. What would you do???? I cannot just ignore it as we live in an apartment. I do remind him constantly that he needs to use his words and we have to use indoor voices. I let him have yelling time outside.

can you whisper to him? sometimes that works with my screamer. if she's screaming becuse her sister is picking on her i usually acknowledge her feelings of grievance and then tell her she needs to tell her sister with words (preferably quiet words). sometimes i try asking her to whisper if she's just hollering for the sake of hollering. i haven't hit upon a great solution, but i'm in your same boat! thankfully our neighbors aren't quite as close though i think my screamer could be heard a mile away.
