Teaching 3 year old to be gentle?

Any tips? She's got a good heart but she's very , um, enthusiastic. She just tried to pick up my friend's 14 month old by her head. She always pulls on her 5 month old sister's limbs and lays on top of her. I try to model gentle touching but to no avail. Help?

three years old? Plenty old enough to be told to be nice/gentle and understand what that means or NOT be allowed to handle baby again!

Well, not quite three. She's three in December, not that it matters.
