I am going to second the felted wool balls. They are easy to make, a lot of fun and all kids love them. My son adores them, and we play with them in so many ways. I gave my under 1 neices and nephews wooden puzzles, wooden rattles and felted wool balls for the holiday. Needless to say the balls went over extremely well. Once you do balls, you can do a variety of needlefelting and make animals and so on.

If you can knit or crochet, check out some knitted toys books from your library. Those are great homemade toys.
