I've never seen it in a fabric store before. At least not the major ones like Jo-Ann's. I buy mine at www.diapershop.com, but there are co-ops out there where you can get it cheaper. You could do a search on yahoogroups.com.

I just joined a diaper co-op on Yahoo called sewingsupplycoop and the lady there has white PUL for $5.50 yd and the shipping was reasonable too!
I once found PUL at a specialty sewing store that had stuff for sewing mainly dresses and lingerie but it's bright orange! I've also bought from www.diapershop.com and what's nice is that you can get Aplix and some FOE and a pattern all in one place! By the time I get out with the kids and drive all over looking for it and get back home for naps I can get it in the mail with a whole lot less trouble!
I wish Wal-mart sold PUL and FOE because that's just about the only store I ever get to shop at! LOL!

It does get asked a lot, because you can't search on PUL here because it is too short. So it's ok. 
If you want it right away, I would go with OSDS, Sewzanne's, or one of the other many online shops that sell PUL. You can get it by the yard or by the diapercut, btw, for more variety.
Yahoo groups have great prices but often take longer since generally you place your order, you pay, the coordinator orders it for the coop, you pay shipping, they cut and ship....
I did once find PUL at Hancock's on the clearance table, they had no idea what it was. And there is some stuff at JoAnn's that is PUL-like in the costume area, I don't know anyone who has used it in a diaper yet though.
You might find a jacket at a thrift store that is PUL to cut up and use.
