I'm going to be making this as my baby's first doll I thought the 'hands' and 'feet' would be good for teething. I'm using velour and not flannel, though.

wooden teether

I was told by a German Waldorf teacher that a wood teether is the best for the infant. We gave our daughter a maple teether my husband made and she loved it. Just make sure the wood is maple or another domestic wood that is not toxic - it is a very short list so be careful. Also, we coat it with a beeswax toy polish to keep it fresh.

You could make one of those and tie the hands together around a maple ring like the Kathe Kruse rainbow babies. My dd loves her rainbow baby!

Anyone know where I'd get a maple ring?

There is a thread in this forum labeled Where can I get hardwood (or is it Maple?) teething rings but I don't know how you post a link here.
