Sorry for the delay in getting back to you - its been a while since I checked this thread - yes, this applies to you! If your insurance company provides midwives in network - you are limited to those - but if they don't - you get your choice. Here is the link

the midwives have to be licensed by NY State. Your midwife should be aware of this...hope it helps!
