Does anyone have links on the Vaccine passing CP onto other kids through shedding? I lady I know is calling mom's irresponsible for allowing their kids with the CP to attend daycare after the lesions have crusted and she has done the CP vax.

From the CDC Pink Book chapter on varicella:

The period of communicability extends from 1 to 2 days before the onset of rash through the first 4 to 5 days, or until lesions have formed crusts.

The lightbulb didn't go off in her head that there's a reason why the daycare has allowed the child to return. :

So what happens if the lesions don't form crusts? Is it contagious the entire time?

As long as the lesions are not crusted, the child is "technically" contagious. IME after the rash appears the contagiousness of the child is down, it's those days prior with no symptoms that appear to me to be the most contagious time period.
