If you knit or crochet, they are very similar to leg warmers in patterning. If you want something super fast, just cut the foot off a ladie's kneesock, and you can turn the top down to whatever length you need. If you want variety and fun, buy white cabled socks and tie dye them. Voila!

there are directions here on Flickr. The pics are backwards, so start at the end of the page, but the directions are great, and they really do take only about 10 minutes to put together your first pair,and 5 minutes thereafter. Great shower gift along with a matching onesie.

I just made some for DSs. They turned out really good, for a 1st timer. I just have to sew it the other way next time so the not so pretty seam isn't sticking out... even thought they make them look more boyish that way. 
This is what I did...
1. Buy knee high socks from store.
2. Cut off right above heel, so you have the long part left, and a separate footie.
3. Fold footie in half, lengthwise, and cut the toe and heel off, so you're left with a little tube.
4. Fold the tube so it looks like a pouch sling for Barbie.
5. (This is correcting what I did wrong.) Take the Barbie pouch sling and stick it around the tube sock, with the unfinished ends all coming together. Pin together, and do a Zig Zag stitch.
6... Voila, you're done!! I'll take pics the next time I do iit.
