Making a cape

I just made DD a cape for x-mas and am not totally happy w/it. It's not as full as I want it to be (there isn't enough material in the lower part of it) but I lined it up w/the hood. What should I do next tim (when I make DS's)? Cut a wider bottom so there is more material? Gather the material at the seam for the cape and hood? I'm making this w/o a pattern. I usually copy things but don't have one to copy. TIA!

I made a cloak for me with a pattern and the pieces were wedge shaped, like an a-line skirt. It's nice and full around the bottom, but lies smoothly on the shoulders.

Full capes are basicly circles with an opening and neck line. Very similar to a poodle skirt.
