In America, it's the CDC's ACIP. Which basically means it's the vaccine manufacturers.

But do we know who specifically sat down and said to vax at birth? Or 2 months?
Was it one person, or was it a group of people who voted? How did they make this decision?

It was a whole group. You can even read the transcripts where they discuss what their recommendations will be.
Not word for word, but it's a rather lengthy synopsis. LI links to them here as soon as they're made available. They're right there on the CDC website.

The manufacturers make a vax...they do clinical trials...they bring the results to the ACIP...the ACIP has a meeting every several months where they review what's been going on with the existing vaxes, and sometimes shift things around, and then they go over the clinical trials provided by the manufacturers for the new vaxes, they say "Sounds like a plan" (the manufacturers generally have it worked out when the vaxes "need" to be given) and then the ACIP makes their declarations, and the nation does what they say. One by one the individual states make the ACIP recommendations reality.

Haha...here's one of their powerpoint presentations on Mumps:

Vaccine Effectiveness: Unanswered
Questions
• Can we prevent future mumps outbreaks with
the current MMR vaccine?
• Can mumps be eliminated using the current
MMR vaccine?
• Would a 3rd dose of MMR be useful for
outbreak prevention?
And here's the summary of the June Meeting:

I was told straight by both my family doctor and by our naturopath (2 different caregivers, completely unconnected) that the schedule is set for the first 2 years (1st year especially) because that is when parents bring their infants in for their wellness and growth checks. Crazy, eh? My doctor says simply that after a year and for sure after 2 years doctors don't see kids on a regular basis anymore - only when they are sick. Sooooo, they 'get them' when they come in for those regular check ups. No science just convenience. Mind boggling.

Probably one of the reasons they start them so young, also, is because vax reactions may be less obvious in a young baby than an older one, plus parents tend to worry more about young babies and diseases so are less likely to question the necessity of vaccination.

Wow I still cant belive they do them so darn early...Also do they test these on babies, animals,or themself, before the public uses them...I would find it really awful to think parents would let there babys be guiny pigs to test the stuff out : .But really I guess the parents that take there kids to wbv are doing that...

And of course because an infant can't talk to you about what's wrong. Pretty easy to ignore an injury when the injured party can't even speak up for himself.

My understanding, though, is that it's mostly to get higher rates of compliance, for the reasons that poppysmom said.
