red inflamed foreskin "remnant"

I'm keeping a 16 mo old circumsized boy today who's remaining bit of foreskin is red and inflamed, his glans is also red and irritated.

I've got him in cloth dipes with no cover and am changing frequently. (In fact, he needs one now.)

What can I do to help him heal and what can I tell mom this afternoon to help?

Could it be yeast? Or just a regular old diaper rash? Those are the most common reasons.

I'm thinking it might be just diaper rash, it seems to be getting a little less red, though it is still quite swollen. His mom thought she had caused an infection b/c she was retracting where the foreskin was trying to readhere (her doc's recommendation, btw ) I offered to keep him so I could hopefully help it get better today and not have him go back to some doc who's next recommendation could be to cut off what's left. :
