drafty electrical outlets?

What to do for drafty electrical outlets? I guess we haven't used the exterior outlets in a while (in an apartment so only 4 outlets on an outside wall). I just went to unplug one of dd's toys and there was "wind" coming from the outlet.

You can buy outlet shaped foam that you put behind the plastic cover. Just unscrew the cover, put the foam piece in and put the cover back on.

those foam things are great! and very inexpensive too.

ITA w/ those foam things. I also put those plastic safety caps in mine, since the cold air seems to come out of the outlets themselves also. I saw somewhere (perhaps here? In the tightwad gazzette?) where a person made those foam outlet things out of styrofoam trays.

I can't seem to find the foam online, but will try a homedepot type place in town. I'm concerned about fire issues if I tried to make them myself.
I still have a large # of outlet covers and doing that for right now but it's still really drafty. Luckily dd never really had problems with poking outlets. She now plugs in her own stuff, though i would prefer I do it. So I don't feel too bad taking from one outlet to cover the drafty ones.

Home depot sells the outlet foam insulation things, I've bought them there before.
