It could make her crave it all the time, yes. My son has some sensory issues - the opposite of your dd it sounds like, and is also allergic to wheat (actually all grains, potato and corn) His issues are far more pronounced when he is on wheat, so to speak. It also really upsets his stomach...does your dd seem to have any digestive issues? That might be a clue.
As an interesting side note, I am also very allergic to dairy, and I TOTALLY crave it. To the point of addiction. And when I'm on it I cannot think at all - I totally have ADD. When I'm off it, I'm completely normal, can think clearly, ect. So it can definitely have a big impact.
I also work at a preschool and we have a few special needs (autistic) children there. Aside to the other suggestions, you dd might like.
A tub of rice with little treasures hidden inside. She can feel and sort out the little guys. We use small plastic toys, marbles, shells, ect.
Sand play (a sand table)
Bubbles
Indoor water play. When my kids are going crazy at home I fill the tub with a few inches of water and let them go to town.
A small spray bottle with water. She can help you clean. We have the kids go on a monster/bug hunt. They will spend hours looking in every crack and crevice for the things.
Bike riding. A small trike works well. Give her a path that she can go around and around on.
Put little things in film canisters and let them shake them...or make other musical instruments. Beans in a can, ect.
Small hand fans. (a HUGE hit, LOL)
Ring around the rosie.
