Is there anything I can plant or apply to my lawn (sandy soil) to prevent ground nesting hornets from taking up residence?

I was driven out of my back yard last summer by yellow jackets, since we could not find the nest we were helpless. We have screened them out of the underside of our deck since our Cornell-co-operative extenision bug lady said they won't build where they can't fly up to the nest. I wish to try and prevent as opposed to cope with already built nests.

I am afraid of the nasty little suckers!!!
