At what point do you get help with your dcs allergy problems? I love our family doc, but when we bring up allergies, she just says the boys are too young to be tested because allergies at this age are always changing anyway. That's probably true, and I don't want to do formal testing, but what about some guidance with nutrition and elimination diets?

I have a 3 yo ds1 with some dry spots/slight eczema and 9 month ds2 with dairy sensitivity. I did not know of any food allergies in our family, but after I told my dad about ds2, he said he had a dairy allergy as a child. He also has type I diabetes.
Ds1 loves his dairy, but I have cut back on it considerably lately. Ds2 is mostly ebf. I tried a taste of solids 3 times, but he wasn't interested and barely digested anytyhing. I have been mainly dairy free for 5 months now. However, I don't think I've been careful enough. I read labels mainly looking for the "contains milk" warning labels, but I've just discovered there are a lot of ingredients i didn't realize meant milk. I also didn't worry too much about things like veggies cooked in a little butter when we eat out.
So it has just now dawned on me that this may be why ds2 has been so sick this fall. His congestion never seems to entirely go away, and he keeps getting sick. Last month he was so congested & weezy (dr thought it was rsv) that we had him on nebulizer treatments. This month he just finished a course of antibiotic eye drops for an infection and now has a fairly strong anbx for this cold he's had for 2 weeks that's not getting better. His dairy sensitivity first showed up as colic/digestive trouble (we could literally hear his tummy rumbling), so I never connected respiratory congestion with the dairy.
So, I'm going on a strict dairy-free diet, and I'm considering putting ds1 on it as well, to see if it helps his eczema and diaper rash. I'm now really worried that I may have missed the signs of dairy allergy in ds1 and he will end up lactose intolerant or more likely to get type I diabetes.
Should I also be trying an elimination diet to see if ds2 is sensitive to anything else? Ds1 was never sick so much! This morning the dr joked around telling ds2 that she really doesn't have to see him once a month! This was not an exaggeration. And I do not take the kids in to see the dr at the drop of a hat, either. Are there supplements I can give a baby to help keep him healthier? What type of health professional could help us most? Has anyone had any luck getting insurance to cover alternative practitioners? I might be able to get our doc to refer us somewhere.
