My take and probably going way too far, but:
Says nothing at all about breastfeeding, per se, but that too many children get their nurturing/nourishment from the TV. The question it is asking is: Where are parents?
That is not to say that there are not both TV shows and videos that are fun to watch and have positive messages, nor is it to say that parents may not for practical reasons, sometimes need a half hour or two free hands to accomplish other things. There is nothing wrong with that, certainly. I guess, though, that some parents just leave their kids in front of the "boob" tube, using the TV as a general babysitter. It can become a negative as easily as being a positive.
BALANCE is very important and parental participation is very important....to foster genuine/real personal interaction skills, communication skills, and critical thinking skills and compassion. TV and videos are fun but a steady diet of anything is never positive and pretty dull. And not least of all that the need for love and nurturing, and nourishment cannot be fulfilled within the constraints or formula/plot of a TV show.
