Adhesions are okay to have and dissolve on their own. The best course of action is to let the adhesions re-adhere and dissolve on their own. No pushing the skin back, breaking the adhesions, vaseline. Nada.
However if the parent is unwilling to just let it alone and let it heal, vaseline can be applied daily underneath the remenant skin. It's better to leave it alone and let nature take it's course but I'd rather see a mom pushing back the skin BEFORE it readheres and preventing it from doing so rather than tearing the hell out of it AFTER it readherses. So vaseline underneath the remenant skin as much as possible, if adhesions DO form, leave them alone.
Infections come from breaking adhesions, so basically just don't break adhesions, rinse the outside of a penis as if it were intact, don't push any skin back and all is well. Infections of this type are generally the result of user error, not nature.
