I have a very serious "One Fish Two Fish" question

Can somebody PLEASE explain to me the deal with this book? What I mean is, the book starts off talking about different kinds of fish: black fish, blue fish, old fish, new fish, this one has a little hat....etc. Anyway, then all of a sudden they start saying "this one" and they are obviously NOT referring to fish, but other creatures. At first I thought that they were all supposed to be weird fish but they definitely are not, they are all different creatures. Why does this happen?

I know this isn't very important but I am dying to understand why this transition happens. Does anyone have any Dr. Seuss insight?

If you read the little caption before the first page, it says something about funny things being everywhere. So, even though the title is about fish, the premise for the book is funny things you can find.
Make sense?

My dh does this book in two parts, he reads half to dd one night and then finishes the next night and says the same thing"what is with that book?":
