You can't go to a ped's office? I'd be scared to go into a hospital with a hb'ed nb. I've heard stories. :

Not sure if this is state specific or not, but my DD was able to use my insurance card for 30 or 60 days, something like that.

The guy at Vital Stats said I had to take the baby to the hospital. It didn't occur to me that a pedi would work, too... that does make me feel better.

Oh! this happened to us in Muncie, Indiana.

DD was born at home. I had complications that kept me in bed for a few weeks so it was about a month before we went down to the county offices to get a birth certificate.

I had done my homework and found out what I needed to do to get this and was told that at that time the office would also file for DD's SS number.

When we got to the office that handled birth certificates (forget the official name at the moment) the clerk looked at us like we were insane. She kept asking why the hospital did not file this for us even though we repeatedly told her it was a home birth. We also requested a SS number and checked off all the boxes on the form that asked if you wanted one but this women said she could not do this. I ended up needing to go to the SS office to get one. Once there they needed at least 2 forms of ID for the baby (sure, most 4 week olds have multiple ID's!). When I explained the situation the clerk was able to confer with just about everyone else in the office and came up with the freshly minted insurance card as acceptable ID.

It was a very frustrating and alarming experience. This time around we do not have insurance so I am not sure what we will do.

I wish you luck in wading through the post 911 tightened security at the SS office! There has to be a solution.
