That's a really tough place to be in, I'll try to think of what I would do.
The first dentist is outta there, for sure. I tend to like the second dentist's hesitance to prescribe the antibiotic, and his willingness to wait and see. However, he does seem a little too laid back to me. And I wouldn't consider it a cosmetic issue if the absess were to impact the permanent teeth, I'd consider that a health and quality of life issue. As a matter of fact, my entire goal in dealing with these dental issues is to prevent anything from happening to those permanent teeth, not wait and deal with the perm. teeth when the time comes.
So, I think that I would definitely need a third opinion here. I just could not go forward with that second dentist quite yet. Every single decision that I've regreted making regarding dental issues could have been avoided if I'd sought additional opinions before following the advice of a dentist that I had doubts about. Now, if there is even a small doubt in my mind and even when there is not, I get a second or third opinon. And when they all come back saying the same thing I feel reassured. And when they all come back saying something different, at least I have options to choose from.
I hope your babe's absesses heal up okay.

Did she not get any lidocaine for the first extraction?
My daughter had an extraction for an infection,too. The dentist was awesome and even used a local anesthetic before giving the injection so it wouldn't hurt. When he was done, she didn't even notice she had gotten an extraction, too busy watching a movie and it was pain free.

I have been there.We had the absessed tooth pulled, but who knows? Maybe your daughters is small enough that the dentist thinks it will be OK?
I would put her on GSE and some immune boosting regimens right away.
