I make mine a lot like in the tutorial - except that I am lazy and buy the 6 inch wide spools of tulle - I think they are 25 yards long and about a buck apiece. 4 spools is enough for a nice, full tutu.
Cut your elastic about 2 inches shorter than the child's waist measurement, and stitch together securely at the ends. Cut the tulle to a little over twice the length you want the tutu to be. Loop it through the elastic like in the tutorial above (I can't remember Girl Scouts all that well, but I think it is a slipknot).
Once you get all your tull attached, you can cover over the waistband with a generous length of silky blanket binding - that is what gives the ribbon look.
