To the OP -- huge hugs to you and your sister for standing up for the health of your children at a time when nobody should be doing ANYTHING but supporting you during your family's crisis.
I hope you will consider contacting your state legislators. Even if they're not in session and can't do anything to amend the law to close the loophole right now, they're still usually very politically savvy people with many strings to pull.
Also, I hope if this goes further you will be in touch with your own lawyers, preferably someone you've found through LLL.
I would just like to say to these
RMH employees -- there is no question that some of the families who come through there every year are there because their kids are sick BECAUSE THEY WERE NOT BREASTFED. FF kids have higher rates of cancer, diabetes, and other life-threatening illnesses. FF kids don't get the benefits of lifesaving antibodies in their mothers' milk when they're recuperating from surgery, chemo, radiation, and other harsh medical procedures. Supporting breastfeeding should be 100% compatible with RMH's goals, because the more breastfed kids there are, the fewer sick kids there will be, and the more resources they will have to devote to the sick children who truly need their help.
Obviously, horrible diseases can and do strike breastfed kids -- but the data is clear that FF kids are MORE at risk of many illnesses.
