Anybody ever done Lazure painting?

I'm interested in using this technique in my daughter's room. I'm not sure what type of medium to mix the pigments with. I'd love to hear from anyone who's done it. Also, I know you use a base of white. I was thinking a semi-gloss base would reflect best, but again, I'd love input from anyone who has done it.
