I've seen it happen.... in fact I've been a quasi perpetrator.

I'm a special ed teacher at an elementry school. We have to give our students accommodations for the test, reading the test aloud, etc.
Well, there's only 3 of us.... and 5 grade levels. So two grade levels or so are sitting in the library doing a packet of busy work.... And when we are done with them, their teachers may be giving the test so they may spend all day minus a few hours in the library.....
I hate it, and always complain, but we can only fight for so much. needless to say, dd is not going to a ps, unless I know the teacher and can observe....
