35 weeks and suddenly measuring small; baby's HR in 170s

What would cause me to measure 30 cm at 35 weeks? I measured 33 1/2 cm at my last appt (32 weeks 5 days). This is my 4th baby so it's not likely I've dropped, right? Does this mean my fluid levels are low? And also the baby's heartrate was quite high--mostly in the 160s-170s, though fluctuating from 130-190. My MW hooked me up to a monitor for 45 minutes, hoping the baby's HR would stay low, but it didn't. Baby was quite active the whole time, but esp. so when the her HR was higher.

Could fetal distress cause a high heartrate like this? I'm likely going to go to the hospital for more thorough monitoring, but I'd like to know what to expect. What causes low fluid levels and how do they usually treat that? Is a high heartrate usually a problem? I've been problem-free my whole pregnancy and now suddenly two strange things.

Not a MW but I know tape-measuring bellies can be a bit tricky and influenced by volume of amniotic fluid, baby's position and caregiver's attention. Most likely the last. When I was doing my own care (last three pregncnaies) I had to be sure to measure form the same spot, at the same time of day a major position change made a difference.
