I use poly fiberfil but if you had a bigger budget you could probably use wool or something. They look like they are stiffer I think but are really super squishy

you could also use beans on the bottom and fill the top with wool or polyfil... that way the bottom is "weighted" some. I've also seen plastic cups or yogurt cups use to help keep the shape before filling
