I can find guidelines for poverty line, but I might qualify for discount on childcare if we're "medium income". WTH?

Sure they didn't mean median income? Here is a list of median incomes for all the states: http://www.ers.usda.gov/data/unemployment/

My understanding is that "median" means half the population makes more than the quoted figure and half the population makes less which is how the figure is calculated.

But median is a single number. I was told that if I am "low-income" there's one reduced rate, and if I'm "medium-income" there's another somewhat lesser reduced rate, and if I'm "high-income" I pay full price.

Maybe this then:

NOTE: Estimates refer to children ages 0–17 who are related to the householder. The income classes are derived from the ratio of the family’s income to the family’s poverty threshold. Extreme poverty is less than 50 percent of the poverty threshold (i.e., $9,405 for a family of four in 2003). Below poverty, but above extreme poverty is 50–99 percent of the poverty threshold (i.e., from $9,405 through $18,809 for a family of four in 2003). Low income is 100–199 percent of the poverty threshold (i.e., from $18,810 through $37,619 for a family of four in 2003). Medium income is 200–399 percent of the poverty threshold (i.e., from $37,620 through $75,239 for a family of four in 2003). High income is 400 percent of the poverty threshold or more (i.e., $75,240 or more for a family of four in 2003).52

This link helps too--now that I know what percentages I'm looking for.

Has 2007 numbers, and numbers by household size.
