Attaching snaps

I'm putting snaps in the bottom of the little bloomers that come with dd's dresses so that I can pop in little soaker pads in case of a miss. I have metal snaps and one of those plier looking punches. The snaps say that I should have two layers of fabric reinforced by interfacing, but all the bloomers are one layer. Can I just put a little tab of random fabric right where the snap will go? And should the interfacing go between them or on top?

I use a big snap press, not one of the hand held ones, but that's exactly what I do. When I have a thin area that I want to snap I just add a little strip of fabric right where the snaps will be. I think the interfacing could go anywhere ~ in between the fabrics is where I would put it.
