diabetes and HBAC

I have a question for my friend. She had her first child via C-section 9 months ago. She is 41 and is diabetic (takes insulin). She wants to try for a HBAC (homebirth after cesarean)....If her diabetes is under control, even wtih the insulin, would a midwife be likely or unlikely to allow her to birth at home? I know she already has an appointment and told the mw she's diabetic, but I was just wondering what the norm is.

IME, it's unlikely. But if she finds a midwife who will agree to attend, please let me know who it is and where she practices so that I can move there for my next pregnancy!
