Questions about fermented beverages

So I found this recipe and when it says "Cover tightly and leave at room temperature for 2-3 days. Transfer to the refrigerator and leave for 2-3 weeks."

1. Does that mean it's ready to drink after 2-3 days or after 2-3 weeks?
2. Also, what am I looking for for doneness? How will I know 2 vs. 3 days (or weeks...depending on your answers)?

Honey-Lemon Drink

Makes 2 quarts
1 cup fresh lemon juice
1/2 cup fermented honey
1/2 cup homemade whey
1/2 teaspoon grated nutmeg
filtered water

Mix honey with lemon juice and place in a 2-quart glass container. Add whey, grated nutmeg and water to fill the container. Cover tightly and leave at room temperature for 2-3 days. Transfer to the refrigerator and leave for 2-3 weeks. Serve plain or with added soda water.

I'm making a similar recipe (a drink fermented with whey) right now. The recipe is from Full Moon Feast. It calls for it to sit at room temp for 2 days, then for bottling in separate 1 qt. bottles, leaving for another 2-3 days, then refrigerating, at which point it is ready to be drunk. So that's 4-5 days before going in the fridge and being ready to drink. So I'm guessing the drinking time on your recipe is after the 2-3 weeks in the fridge. But I don't know why you couldn't speed up the ferment by leaving it at room temp a few more days. Then you wouldn't need to wait so long. It's ready to drink when it's fizzy and tastes good to you. The longer it goes the less sweet it will be and the more fizzy. BTW, the recipe sound delicious. I'm going to have to order some fermented honey from Really Raw...
