Booster for 6 year old(Must be fairly inexpensive)

My mother in law just got married, her husband (my step father in law?) has a grand daughter that spends a great deal of time with them. They currently have her in a backless booster that is pretty much in the worst shape I have ever seen a seat, it must be at least 15 years old I wouldn't doubt this is the same booster her mother sat in at her age.

So what is the cheapest safe option for a high back booster for a 6 year old girl? She is very average sized (I think) I really don't know too much about the average size of a 6 year old. The longer the seat can be used the better. I can explain to my MIL that she needs a high back booster (vs no back) because its safer but convincing her to buy a more expensive high backed booster over cheaper one would be very difficult if not impossible(she is very.... frugal). The seat will also need to be readily available at a retail location. She has a Target, Walmart, and Costco near her.
Thanks for the help! I tried searching the forum for threads but almost every post I saw reccomended a more expensive seat like a britax (Which she absolutely will not buy I dont see her spending more than $75). I
As a side note, is it illegal to use an expired car seat? If I can tell her that I am sure she will buy one right away.

Target stores in several areas have Turboboosters on clearance for really cheap. One lady in a another forum said she saw some for $9! So, run, don't walk, to your local Target tomorrow and see if you find any deals.

Most states (all states? I don't know) have a proper use clause in their child restraint laws that says the restraint has to be used according to the manufacturer's instructions. So yes, using an expired seat is illegal under the proper use clause.
