Who code question

Can somebody tell me what countries "subscribe" (not sure of the word) to the WHO code? I know Norway does and they have bf rates at something like 98%. Who else? What are the rates in the countries that follow the WHO code? I've searched the lactivism board and can't seem to find that. :

I think http://www.ibfan.org/ has a seciton on code compliance by country.
I think all of the EU has it implemented but not all countries have great BF rates--shows how much difference support makes.
