This got me thinking, they should provide straps to put around the child's waist coming from the bottom of the cart. If they start banning children from being in there than I really hope they start getting double seater carts. My grocery store has them and it's wonderful.

OP- I'm so glad DD is okay, that is one of my biggest fears.

That is scary

My grocery store has two seats in the top, and both other "sections" of the cart are not suited for children at all (I'm sure that was part of the point). But the stupid people didn't put belts in!! You have to bring your own or risk it. One week they gave them away with a newspaper coupon, but otherwise they charge $5! I usually use my cart cover, which barely fits their carts, because my son loves to chew.
