But I haven't heard anything about Britain changing their own circ policy, so why would they do this? I don't get it...

I read the article and think the media is trying to make sound like the Brittish government has given large amounts of backing to mass circ programs, but I don't think that is actually happening.

I suspect that basically what happened was:

local group asked the "The British High Commission

in Papua New Guinea" for items that they could show training videos on and the PNG commisioner said yes. End of story.
But I'm just guessin. It wasn't a very clear or comprehensive article. I suspect the reporter wanted to make it sound like the program had more support from the Brittish then it really does.
