any of you know of a tutorial for a pail liner? Or any tips or tricks? I can just wing it, but I'd like to know what others do/have done so I don't mess it up. TIA

I don't know of a tut for a pail liner (or a wetbag, either for that matter!) *Does* anyone know of one?
To make mine I just did a big rectangle that was a bit taller than my pail so that I could make a drawstring casing and have a bit to tuck over the top to keep it in the pail. It was pretty simple

If you have foe, you can use it instead of the drawstring to make it even easier.

^^^Hey, that's a good idea!!! But alas, I'm a cheapo and just use old pillowcases. Simple, efficient, and cheap, lol.

Haven't come across any tutorials specifically for pail liners, though.

There's the tutorial on Craftster for making a lined, zippered bag. If you use waterproof material for the inner, you've got a wetbag. Plus you could easily add a loop or something so it could hung up on the back of a door or on the wall. This tutorial.
